ALTO has achieved considerable success in improving market conditions for its members building a stronger telecoms sector for the benefit of consumers, businesses and industry.

Among the issues on which ALTO has lobbied are:

Regulatory Enforcement
ALTO has campaigned for increased enforcement powers for the regulator to address behaviour that obstructs the development of competition.

Legislation is currently being prepared that will increase the number of offences, give increased investigative powers to ComReg, and increase the penalties for offenders. ALTO has submitted a detail response to Government regarding this legislation.

Market Reviews
ALTO has represented the views of new entrants in the process to analyse the 18 markets recommended under the EU regulatory framework, proposing various remedies or obligations be imposed on dominant operators.

The majority of ALTO’s arguments have been accepted and the ComReg decision notices largely reflect the proposals made by ALTO.

Local Loop Unbundling
The campaign for unbundling of the local loop is ongoing, and ALTO has helped to make this a public issue. ALTO has brought this issue to the EU Commission, Government, and ComReg. Development of improved processes is currently progressing, however there remains considerable work to be done.

Margin Squeezing
New entrants have had to contend with incumbent pricing that though may not be below incremental cost, is targeted and has the effect to remove OAO margins.

ALTO has called for Margin Squeeze Testing to protect market entry. This action specifically led to the withdrawal of a harmful discount package in 2005.

Leased line delivery
Individual ALTO members had been campaigning on the leased line issue for several years and it has only been as a result of the leadership and cohesion provided by ALTO that a reduction in average leased line delivery times from 120 days to 30 days was achieved.

The appointment of an e-Minister
ALTO was one of the first industry groups to call for the appointment of a government minister with responsibility for implementing the Government's 'e' strategy.

Minister Mary Hanafin TD was the first Government Minister to be given special responsibility for co-ordinating Information Society policy in May 2002.
